Palfrey, Captain and ACS, on September 27th, 1861. Three vignettes include a central vignette of Pallas (agriculture) and Ceres (industry), one of George Washington at right, and Justice at left. Signatures are still strong. Borders are fully framed though a little tight in the upper right.
